Your response of 'no' as to if these have a swivel hook could be wrong.... the hook does swivel and please verify this by looing at one. Also, what are the oem carton qnty as to order by the packed carton? thank you

The Metal Chrome Dress Hangers - 16" are not designed to swivel, the hook portion does slightly move, but should not turn completely around.
