is the tag made from card stock or is it made from kraft paper. I need a tag that can be stiff. Also, my order really does not weigh 2lbs, why so costly for shipping?

We ship with FedEx ground and the minimum shipping charges start out around $8-$9 and goes up from there based on size, weight and destination of the order.
