The height of the extra hang bar is adjustable. Is the height of the rack (66") also adjustable and if so to what height?

The maximum height for the hangrail on the Super Heavy Duty Single Rail Salesman Z-Truck Rack - Blue is 66"; however the top rail can be lowered to any position desired on the uprights.
