Thank you for your inquiry. The base would indeed stop the mirror from tilting downward. You would not want to tilt the mirror upwards to far as it can slide out of the holder. I would highly recommend the Metal Frame Tilting Oval Counter Mirror - sku 55129, as it can be completely rotated and has mirrors on both sides.
