Are the shelves adjustable? I only need one shelf about 23" from the base and another about 23" after that. Would they support 10 bolts of fabric (about 65 pounds for 10 bolts). If so, how many brackets should I use?

Thank you for your inquiry. The shelving for the White Slatwall Gondola Unit is adjustable in height on the unit. I would not recommend applying that amount of weight to the individual shelves as they were designed to hold approximately 30 pounds including the weight of the shelf itself.
