Is the base permanently attached, or does it xxxx in? If it screws in, please describe. What is the weight of the rack?

Thank you for your inquiry. The rack is not permanently attached to the base. Once the base is assembled there are two bolts and washers that will be placed underneath through the base that attaches the uprights for the rack. The rack weighs approximately 16 pounds.
