Our rack side poles fall outward easily and the rack is wobbly. Are we missing something to keep posts upright?

When we set up the rack and put the crossbar on the top, if we push the rack around and it bumps into something slightly, it pops apart at the top and the sidebar falls outward. There are slots in the bottom crossbars that looks like there should be a bolt or guide in there but there are none. And the crossbars at the bottom slide all around the axles. This is our first attempt at using this rack. It's getting scratched up and scuffed from falling to the ground repeatedly. We are stumped as to why it's not sturdy and how to keep the post from falling.

It sounds like there are parts missing. There should be pins that hold the upright poles into place and allow them to telescope up and down. This rack should be assembled except for the hangrail bar. Please discontinue using the rack. Contact customer service directly at 800-823-8887. You may need a new rack or parts sent out.
