You need to tighten the casters onto the bottom of the base. There is also a video showing how to assemble the unit. Click here to view the video.
Wheels have nut on them Boutique Ivory Double-Rail Rolling Rack Double-Rail Clothing Racks
Do the wheels just insert in to the bottom? They come with a nut screwed on them so I am not sure how they attach
