No. The elbow is not functional. It is part of the upright.
Can the upright pipe be cut to 80" and connected to the elbow for a short wall? Boutique Pipe Outrigger Upright Outrigger Displays
I have a partial height wall (82"). I assume the elbow & upright pipe are separate and assembled on site so that I could cut the upright pipe to 80" and attach the elbow to accommodate the short wall. Is that correct?
